You should have already signed up for all services at Service Signup. If not please do so now. You will be able to choose your username and password and an account will be created for you. You will receive an email confirmation that your accounts are being created.
You need basic understanding of how to install applications to Linux using a package manger. PCLinuxOS uses Synaptic. For more information please see; Synaptic and the Repositories This details what Synaptic is and how to use it.
In Synaptic search for; "nextcloud" (without the quotation marks) and install nextcloud-client. Whether you use the nextcloudclient or go to the PCLOS-Cloud website. You will be able to use the password you selected in step 1.
